The VVIP lounge is located within the secured festival grounds and provides controlled access to senior government officials, diplomatic representatives, key stakeholders, sponsors, and other influential attendees. No other vendor possesses the authority, rights, or capability to provide equivalent VVIP access, hospitality space, credentials, security coordination, and event integration within the Ultra Europe Festival venue. The Embassy's requirement is specifically for a VVIP hospitality space within the Ultra Europe Music Festival itself, rather than a general event venue in Split. Alternative venues or hospitality providers outside the festival grounds would not provide the same access to festival participants, sponsors, media representatives, local officials, and international visitors who are the intended audience for Embassy engagement activities. As a result, no other source can satisfy the Government's minimum
requirements. Award to another source would require the Government either to forgo the required access and engagement opportunities associated with the festival or to secure a separate venue that would not provide equivalent mission benefit. Such an approach would not meet the Government's needs and would significantly diminish the effectiveness of the planned public diplomacy and representational activities. Accordingly, the proposed contractor is the only responsible source capable of providing the required VVIP lounge space and associated access privileges at the Ultra Europe Music Festival, and no other supplies or services will satisfy the Government's
