This procurement will be solicited as full and open, Request for Proposal (RFP) Lowest Price Technically Acceptable (LTPA) which will result in the award of a single Firm Fixed Price (FFP) contract. This Procurement will be conducted under PSC CODE: Y1KF, NAICS Code: 237990. The size standard for this code is $37,000,000. All

JOB DESCRIPTION: The RFP is for Richmond Inner Harbor FY26 Maintenance Dredging Project, Contra Costa County, California. The work includes maintenance dredging of the Richmond Inner Harbor to -37-ft (MLLW) plus 1 foot of paid overdepth and transporting of the dredged material per the

requirements in specification Section 00 10 00

PRICING SCHEDULE and 01 11 00 SUMMARY OF WORK. Material to be dredged from Reaches 1 through 14 is suitable and shall be taken for placement at Montezuma Wetlands site. Contractor shall refer to the DMMO Suitability Determination attached at the end of the specifications package. Sample areas 1 through 4 correspond to Reaches 1 through 10 while sample areas 5 and 6 correspond to Reaches 11 through 14. ALL PROPOSALS will be due on August 14, 2026 at 11:30 AM PDT. The specific date and time are identified in the solicitation. OFFERORS ARE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELLED, OR REVISED AT ANY TIME DURING THE SOLICITATION, SELECTION, EVALUATION, AND/OR FINAL AWARD PROCESS. The only plan holders/bidders list is available via Sam.Gov. In order to view or add to the list, you will need to be registered and sign into SAM.gov. When viewing this Synopsis/Pre-Solicitation Notice, you will select, ADD ME TO INTERESTED VENDORS to enter your information.
