Description

The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to solicit, negotiate, and award a sole source Indefinite Delivery Indefinite Quantity (IDIQ) contract to Science Applications International Corporation (SAIC), 12010 Sunset Hills Road, Reston, VA, 20190 for the production of up to 215 Rollaway Container Systems. This requirement is being pursued under the authority of 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.103-1, Only one responsible source and no other supplies or services will satisfy agency

requirements. SAIC is the only known source with the necessary knowledge, experience, manufacturing techniques, and resources to produce these systems without unacceptable delay and duplication of costs. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. All responsible sources may submit a capability statement which shall be considered by the agency. Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government is not obligated to, and will not, pay for any information received from potential sources as a result of this synopsis. There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before an award for the effort described above is made. Information provided herein is subject to change and in no way binds the Government to solicit for or make an award for the effort described above. UPDATE This notice is updated to (1) update potentialy quantity to 215 systems and, (2) add the following items that shall be addressed in any capability statement submitted in response to this notice. If your company has already responded, please revise your response to address the following: Please describe your company’s experience in engineering and assembling complex containerized systems for military specific applications. Please describe your company’s experience in producing systems based on complex drawings and technical data packages. Please confirm your company’s facility space in terms of sq. footage and the ratio of workspace to storage/warehouse space. The Government estimates requiring 100,000 sq. feet for workspace and additional space for container storage until Government acceptance, consistent with the production schedule identified in #6 below. Please describe your company’s workforce in both number of personnel and labor mix percentage of engineers, technicians, and welders. Please address whether and how many of your staff currently maintains active Security clearances and at what level. Please describe each of the steps your company would take to meet initial production schedule of 35 Rollaway containers by December 2026 and 20 per month beginning January 2027.
