Description

The Air Force Sustainment Center (AFSC), Robins Air Force Base, Georgia, intends to issue a sole‑source, non‑commercial services solicitation to Northrop Grumman to support the 402nd Software Engineering Group (SWEG). This requirement will establish organic initial operating capability (IOC) for the F‑35 Joint Strike Fighter (JSF) AN/APG‑81 Radar Operational Flight Program (OFP) and AN/AAQ‑37 Distributed Aperture System (DAS) OFP. The contractor will provide program management, engineering services, and execution of required data access and licensing agreements. Subtasks include sustainment, modernization, configuration and data management, and transition planning. The contractor shall provide access to source code, technical data, software development environments and tools, and shall support establishment of testing capabilities at Robins AFB. This acquisition will be conducted as a sole‑source action under FAR 6.302‑1, Only One Responsible Source, as the required technical data, tools, and expertise are proprietary to Northrop Grumman. Foreign participation is not permitted.
