Period of Performance is for a Base plus Two (2) Option Year Period as follows: Base Period: 04/01/2026 – 03/31/2027 Option Year One (1): 04/01/2027 – 03/31/2028 Option Year Two (2): 04/01/2028 – 03/31/2029 The estimated total value is below the simplified acquisition threshold. The sole source contracting action is pursuing a waiver from placing an order on a competitive basis pursuant to FAR 6.302-1, only one responsible source and no other supply or service will satisfy agency
requirements. The Government requires a reliable source for the provision of human blood and blood products necessary to support patient care activities. The American Red Cross is uniquely qualified to provide these products due to its established capability to supply regulated blood components that meet all applicable clinical, safety, and regulatory standards. Additionally, The American Red Cross maintains an established blood supply network and distribution capability that ensures timely availability of required blood types and components (e.g., red blood cells, plasma, platelets). The vendor’s proximity and existing logistical infrastructure allow for rapid fulfillment of routine and urgent transfusion needs, which is critical to avoid delays in patient treatment. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission
objective of the agency. The determination not to compete this proposed action is solely within the discretion of the Government. Information received normally will be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred for responding to this notice.
