roject Title: Lakeside Vessel Barrier Gate Repair for Hoover DamSolicitation No.: 140R3026Q0038Revision 01, 04/06/2026 - The purpose of this revision is to remove the Riverside Barrier Replacement task from this notice.This is a Notice of Intent to award a sole source contract and does not constitute a solicitation. The Department of the Interior, Bureau of Reclamation, Interior Region 8: Lower Colorado Basin, Lower Colorado Dams Office, Hoover Dam, intends to solicit and negotiate with only one responsible source under the authority of FAR 13.106-1(b)(1)(i), for purchases not exceeding the Simplified Acquisition Threshold,

Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available.The Bureau of Reclamation has a requirement for construction services to restore critical waterborne safety and security barriers at Hoover Dam. The work includes installation of a Government owned Tuffboom gate assembly, inspection and repair of the upstream boom line connection, and certification that the full vessel exclusion system is operational. The existing gate has failed and is currently secured only by a temporary mechanism, posing an immediate safety and security concern.This procurement is classified as construction under NAICS 237990 - Other Heavy and Civil Engineering Construction (Small business size standard: $45.0M). The anticipated

contract type is Firm Fixed Price.Sole Source Justification: Worthington Products, LLC is the only known responsible source capable of performing this work. Worthington is the original equipment manufacturer (OEM) for both the ODINFloat riverside barrier components and the Tuffboom lakeside gate system currently installed at Hoover Dam. OEM compatible components, proprietary connection systems, and OEM certified installation are required to ensure structural integrity, safety compliance, and system interoperability. No other contractor or manufacturer can furnish barrier components or perform installation and repair that meet these

requirements.Capability Statements: All responsible sources may submit a capability statement which shall be considered by the agency. Capability statements must demonstrate:- Ability to install and repair Worthington ODINFloat and Tuffboom systems- Experience working in fast water or dam related construction environments- Capability to comply with Hoover Dam security
