PTAG Intent to Sole Source – Additional Leased Parking for USPTO Alexandria Campus (ACQ-26-1123) PTAG Part 6.1.1 Synopsis – Intent to Sole Source The USPTO is conducting this procurement using its unique procurement authority under the Patent and Trademark .S.C. § 2(b)(4)(A) and the implementing guidelines of the Patent and Trademark (PTAG). https://federalregister.gov/a/2013-24316. Specifically, the USPTO is using the Alternative Competition Method. When using its unique procurement authority, the USPTO is exempted from a large number of the procurement statutes and various FAR parts. The United States Patent and Trademark Office (USPTO), (OAS), has an URGENT requirement to lease 500 additional parking spaces in the “West Garage” located at 550 Elizabeth Ln. and connected to the USPTO Alexandria Campus at 600 Dulany Street, Alexandria, VA 22314 We have identified LCOR ALEXANDRIA LLC, 400 DULANY ST, ALEXANDRIA, VA 22314-5773. UEI: NDP7EMB48KJ7 as the sole contractor for the “West Garage” parking facility at 550 Elizabeth Ln. Alexandria, VA 22314 that can provide these spaces connected to the USPTO Alexandria campus immediately. Specifically, the USPTO needs to lease approximately 500 additional parking spaces as soon as practicable to continue to implement the Department of Commerce plan created in furtherance of the Presidential Memo “Return to In-Person Work” and EO 14343 "Further exclusions from the federal labor-management relations program" which requires the majority of USPTO employees to return to offices located on the Alexandria Campus. The USPTO has existing arrangements with other parking facilities near or connected to the campus which are already at capacity. The sole remaining parking facility connected to the campus, has the required number of additional spaces needed and at a cost determined to be reasonable. As a result, per PTAG 6.1.1(d) the USPTO intends to negotiate and award a firm fixed lease contract with LCOR ALEXANDRIA LLC to meet this requirement.
