Verify on SAM.govNotice of Intent to Sole Source – Palm Beach County Ocean Ridge Endangered Sea Turtle Nesting Surveys and Monitoring NOTICE OF INTENT TO SOLE SOURCE The U.S. Army Corps of Engineers (USACE), Jacksonville District established a contract with DB Ecological Services Inc (CAGE 3FAY9), of Boca Raton, FL, on a sole-source basis IAW FAR 13.106-l(b)(l), to conduct during and post construction surveys and environmental monitoring for nesting Threatened and Endangered (T&E) sea turtle species within the project footprint of the Palm Beach County (PBC) Ocean Ridge Shore Protection Project (SPP). Recent storm damages and ongoing erosion have contributed to shoreline storm barrier loss and destabilization. Over the past two years the Ocean Ridge shoreline has been severely impacted by coastal storms (most notably Nor’easter events, and hurricane Helene). The PBC Ocean Ridge SPP consists of nourishing approximately 1 mile of shoreline from Florida Department of Environmental Protection (FDEP) reference monument R-153 to R-159 in Palm Beach County, Florida. The 2015 Shore Protection Activities along the Coast of Florida Federal Statewide Programmatic Biological Opinion (SPBO) from the U.S. Fish and Wildlife Service (USFWS) and the Florida Department of Environmental Protection (FDEP) Joint Coastal Permit (JCP) issued as Permit No (PERMIT NUMBER IS REDACTED), requires post-construction sea turtle nest monitoring, escarpment surveys, and lighting surveys. This permit was issued to DB Ecological Services Inc. Based on the foregoing, DB Ecological Services Inc is determined to be the only responsible source. This requirement will be solicited using other than full and open competition in accordance with 13.106-l(b)(l). No solicitation will be posted for this requirement.
