requirements.This ceiling increase restricts competition to the limited number of responsible sources currently holding BESS IV contracts (a pre-qualified pool of four 8(a) contractors). Because these four contractors have already been deemed technically acceptable, possess active APG security badging, have approved Health and Safety Plans, and are currently mobilized on-site, they are the only sources capable of satisfying the agency's
