a brand name product. The Naval Facilities Engineering Systems Command, Pacific (NAVFAC Pacific) is performing a market survey to determine if other potential sources of supply can provide a switchgear that has equal performance and listing/approval

requirements as the Myers Power Products 38kV Metal Clad Distribution Switchgear. Solicitation Work Order No. (WON) 1737026, Fiscal Year 2024 Military Construction Joint Region Marianas Project 678 (P-678) SATCOM Facility, Marine Corps Base Camp Blaz, Guam requires two (2) switchgears with the following characteristics: Switchgear will be USG owned and turned over to Guam Power Authority (GPA) for operation and must conform to all stated utility

requirements. The selected switchgear fully conforms to GPA’s

requirements for connection to the GPA utility owned network. Equipment, including switchgear, will not be permitted to connect to the 34.5 kV utility network unless fully conforming to GPA’s stated technical

requirements All switchgear is constructed with uniform size (42” cell width), arrangement of operating devices, interfaces, controls, and indicators to facilitate ease of operation across multiple installations, uniformity of operating and maintenance procedures, warehousing of spare parts, and standardization of maintenance intervals, practices, and procedures. All interlocks, indications, and controls are configured to operate in the same manner improving operator efficiency, predictability of operation, maintenance procedures, spares inventory, and operational safety. Breakers provided for the switchgear are fully interchangeable with other cells in the P678 Contractor provided switchgear lineup. Switchgear is provided with the same control contact cluster configuration (mechanical and truck operated) and control wiring arrangement ensuring interoperability of breakers within the P678 substation and other co-located substations maintained and operated by GPA. Bus and integrated control wiring configurations are uniform through all GPA operated 34.5 kV lineups facilitating ease of maintenance and troubleshooting and repair. Procedures and equipment for remote breaker racking will be uniform for all GPA operated equipment. All switchgear will accept in-service and spare breakers compatible with 34.5 kV switchgear currently in service at MCBCB. This notification is for market research purposes only to identify if other potential sources of supply can meet the

requirements of the Government. This is not a request for proposals, quotes, or an invitation for bid. The intent of this notice is to identify other potential sources of this product. To be considered, please submit detailed technical data for the Government to conduct a comprehensive evaluation of your product to ensure compatibility with the existing system. In accordance with FAR 15.201(e), a response to this notice is not an offer and cannot be accepted by the Government to form a binding contract. The responder is solely responsible for the information it submits and any associated costs. The Government reserves the right to disregard any submittal that is incomplete or vague.
