Description

The Salem VA Medical Center, located at 1970 Roanoke Blvd., Salem, Virginia, intends to issue a solicitation for construction services to renovate the Surgical Suite. This requirement will be solicited as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside in accordance with 38 U.S.C. 8127 and VAAR 819.7005. The procurement will be conducted using FAR Part 15 procedures. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. Time to definitize after receipt of an adequate change order definitization proposal under construction contracts: 31 to 60 days. Project The contractor shall provide all labor, materials, equipment, supervision, and technical expertise necessary to perform the renovation and modernization of the Surgical Suite at the Salem VA Medical Center. The project includes general construction, selective demolition, and architectural renovations as well as upgrades to mechanical, electrical, plumbing, fire protection, and fire alarm systems. Major elements include: Construction and renovation of eight operating rooms, including a hybrid operating room, an orthopedic operating room, and six general operating rooms Renovation of pre-operative and post-anesthesia care unit (PACU) areas Replacement and upgrades to HVAC systems supporting surgical operations, including systems capable of 100% outside air pandemic mode operation Installation of new air handling equipment, ductwork, piping, and building automation controls Modifications to medical gas systems Upgrades to normal and emergency electrical distribution systems Replacement of the emergency generator serving the surgical suite Structural modifications to support new mechanical equipment Fire protection and fire alarm system modifications Construction will occur in an active healthcare facility, and the contractor must coordinate work to minimize disruption to hospital operations. Work will be performed in phases to ensure a minimum of three operating rooms remain operational at all times. The contractor must comply with Infection Control Risk Assessment (ICRA) protocols, OSHA safety

requirements, and all applicable VA design and construction standards.
