Presolicitation Notice Presolicitation Notice Page 4 of 4 Presolicitation Notice =Required Field Presolicitation Notice Page 1 of 4 THIS IS A PRESOLICITATION NOTICE FOR 36C24526R00107, INDEFINITE DELIVERY INDEFINITE QUANTITY ARCHITECT & ENGINEERING CONTRACT (IDIQ A&E) FOR ENGINEERING SERVICES FOR VETERANS INTEGRATED SERVICE NETWORK (VISN) 5 The Department of Veterans Affairs, VISN 5, Network

Contracting Office (NCO) 5 has a requirement for on-going engineering services at medical facilities within the aforementioned VISN. The intent of the project is to award multiple Architect & Engineering Indefinite Delivery Indefinite Quantity for the Veterans Affairs Maryland Healthcare System (VAMHCS), VA Medical Centers in West Virginia and VA Medical Centers in Washington, D.C, to include any Community Based Clinics supported by the aforementioned. The North American Industry Code (NAICS Code) 541330 (Engineering Services). This is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set aside procurement. The Small Business Size Standard is $25.5 million. The term of the A&E IDIQ will be for ten years from date of award. The resulting contracts will have fixed unit costs. Under the A&E IDIQ, all contract work will be completed through individual task orders awarded for individual projects in VISN 5/NCO 5. All work will be in accordance with individual task order

requirements, including but not limited to specifications and drawings are to be provided for each project. Each task order will be priced individually using the agreed-upon wage determinations and

period of performance. These task orders will be competed amongst the IDIQ awardees. The overall value of the A&E IDIQ contracts shall not exceed $450 million over the ten-year period. This amount is inclusive of all awardees. Individual task orders will be firm fixed price, with a minimum task order value of $2,500.00 and maximum of $2 million. Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006, this solicitation will be a 100% Total Set-Aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Service-Disabled Veteran Owned Small Businesses must be registered and verified in the VetBiz Registry in order to be eligible for contract award. In accordance with FAR RFO 52.204-7, System for Award Management Contractor Registration, 52.102(a)(4) Annual Representation and Certification and in accordance with FAR RFO 2.101, prospective contractors must be registered in System for Award Management (SAM). In accordance with FAR RFO 22.13, and FAR RFO 52.222-35 Equal Opportunity for Veterans, contractors must have submitted the required annual VETS-4212, Federal Contractor Veterans Employment Report, with respect to the preceding fiscal year if the contractor was subject to the reporting
