This notice is about the acquisition of commercial supplies and/or services for which the Government intends to negotiate with only one source. This acquisition will be processed under Revolutionary Far Overhaul (RFO) FAR Part 12.102(a) Restricting Competition; only one source is available. It is the intent of the National Institutes of Health (NIH), The National Library of Medicine (NLM), to negotiate on a sole-source basis with Next Move Software Ltd, Innovation Centre Unit 23, Science Park, Milton Road, Cambridge CB4 0EY UK, to provide one year of software support and maintenance for NextMove software. The Government requires software that can fully support PubChem, a National Center for Biotechnology Information (NCBI) database that manages complex chemically modified biomolecule data, including peptides, nucleic acids, oligosaccharides, glycoproteins, non-standard peptide analogues, and drug-antibody conjugates. This data must be accurately incorporated, managed, and updated in real-time to ensure the integrity of scientific information used by millions of researchers worldwide. The required software must interface seamlessly with PubChem’s existing architecture, handle large volumes of data, support ongoing updates, and maintain security compliance. Only NextMove Software Limited develops and provides software with these specific capabilities, proprietary algorithms, and support infrastructure. Therefore, a sole source acquisition of NextMove Software is necessary to maintain operational continuity, data integrity, security, and the scientific utility of PubChem. No other software product currently available meets these unique Government
requirements. The North American Industry System Code (NAICS) is 513210 (Software Publishers), and the small business size standard is $47.0 million. NLM anticipates issuing a single, firm fixed price order.
