(RFI) Advanced Display Core Processor (ADCP), 1270-01-562-6566FX Digital Mapping Processor (DMP), 5895-01-444-5142FX Mission Cartridge (MC), 7045-01-445-0383FX Theater Cartridge (TC), 7045-01-500-5493FX The Government is conducting market research to identify potential sources that possess the repair data, expertise, capabilities, and experience to meet qualification

requirements for repair of the F-15 Advanced Display Core Processor (ADCP) and the F-15 Digital Mapping System (DMS). The DMS consists of the Digital Mapping Processor, NSN: 5895-01-444-5142FX, P/N: 8520305-911, The Mission Cartridge, NSN: 7045-01-445-0383FX, P/N: 8520380-903, and the Theater Cartridge, NSN: 7045-01-500-5493, P/N: 8520390-903. The level of security clearance in this requirement has not been determined. The Repair Method Code (RMC) /Repair Method Suffix Code (RMC/RMSC) for these items is R3/R; where RMC/R3 is repair, for the second or subsequent time, directly from the actual manufacturer and RMSC/R is the Government does not own the data or the rights to the data needed to contract repair of this part from additional sources. It has been determined to be uneconomical to buy the data or rights to the data. It is uneconomical to reverse engineer the item. This code is used when the Government did not initially purchase the data and/or rights. The Government does not own or have access to the data for these items. The ADCP has the capability of processing target data, controls and displays aircraft sensory information for the flight crew, and displays on-board weapon capability. The DMS is a system that consists of a Digital Map Processor (DMP), a Mission Cartridge (MC), and a Theatre Cartridge (TC). The DMP is responsible for processing map data and theatre data provided by the mission cartridge and theatre cartridge. The MC and TC are memory devices that host the data which is processed by the DMP. The Government did not provision for a competitive acquisition package including the full repair technical data or acquisition of any test equipment that would be required to perform organic repairs. The ADCP and DMS are military-unique items that must be manufactured to the Honeywell drawing specification, 2118952 Rev C (ADCP) and 8523307-901 (DMS). Both drawing specifications contain extremely stringent design

requirements and must meet exact form, fit, function and interface

requirements for effective F-15 mission accomplishment. Therefore, a commercial item will not satisfy the unique

requirements of this acquisition. Contractor shall furnish all material, support equipment, tools, test equipment, and services. The contractor is responsible for providing, maintaining, and calibrating all test equipment required for repair. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts.
