A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Department of Health and Human Services intends to award a firm fixed price sole source contract under the authority of FAR subpart 13.106-1(b)(1)(i), for purchases not exceeding the Simplified Acquisition Threshold (SAT),

Contracting Officers may solicit from only one source if the circumstances deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization). The North American Industry System (NAICS) code for this requirement is 334516 - Analytical Laboratory Instrument Manufacturing, and the (PSC) is 6640 - Laboratory Equipment and Supplies. The purpose of this sole source award is to obtain three (3) high-sensitivity Electron Multiplying Charge-Coupled Device (EMCCD) cameras (Teledyne Princeton Instruments ProEM-HS:512BX3), including required manufacturer-provided cables, power supplies, and interface components, to restore operation of the Optical Microscopy Core custom-built Tri-color single-molecule tracking (SMT) microscope. The SMT system is a unique custom-built Highly Inclined and Laminated Optical sheet (HILO) SMT platform that supports single-molecule imaging and tracking for multiple cancer research projects. To preserve continuity with multi-year legacy datasets and avoid re-engineering and revalidation, the replacement cameras must be compatible with the existing hardware integration and current control software. This synopsis does not constitute a solicitation, however interested parties may identify their interests and capability to respond to this requirement within five (5) calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A decision by the Government not to complete this procurement based upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided. No proprietary, classified, confidential, or sensitive information should be included in the response to this notice. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate.
