Description

This is a Sources Sought notice, issued by the Naval Surface Warfare Center, Panama City Division (NSWC PCD), for information and planning purposes only. This is not a Request for Proposal (RFP) and a formal solicitation is not available at this time. The Naval Surface Warfare Center - Panama City Division (NSWC PCD) is soliciting written information from potential qualified sources to support a potential requirement for Mine Warfare (MIW) and Surface Mine Countermeasures (SMCM) Design Agent (DA), Technical Direction Agent (TDA), In-Service Engineering Agent (ISEA), and Foreign Military Sales (FMS) Support. Tasking will include the full spectrum of program management, engineering, research, development, test and evaluation, engineering, hardware/software development and installation, alteration and installation, operations and maintenance, and administrative support to the Mine Countermeasure DA/TDA and SMCM/MCM combat systems. This announcement is to identify eligible sources only capable of providing support for this effort. The DRAFT Performance Work Statement (PWS) for the MIW and SMCM support is included with this Sources Sought announcement and specifies the technical

requirements. This tasking is currently being provided under SeaPort Task Order N0017819D7838-N6133121F3005, and the incumbent is Innovative Professional Solutions (IPS). A Cost-Plus Fixed Fee (CPFF) type task order is anticipated with a base period of twelve months with four option periods of twelve months each. The

place of performance will be at the Naval Surface Warfare Center Panama City Division (NSWC PCD), FL 32407. The NAICS code is 541330, Engineering Services. In performance of the tasking, Contractor shall be required to receive, generate, and store National Security Information classified up to the SECRET level at the Contractor Facility. A Security Specification Form DD 254 will accompany any solicitation. CONUS and OCONUS travel are anticipated. This is not a Request for Proposal (RFP) and a formal solicitation is not available at this time. This notice does not constitute a commitment by the Government to issue an RFP, contract or order. The Government will not pay for any effort expended or any material provided in response to this announcement, nor will the Government return any data provided. SUBMISSION

REQUIREMENTS FOR RESPONSES TO THIS ANNOUNCEMENT: There is no specific format for submittals. It is requested that interested businesses submit a brief capabilities statement, limited to a maximum of 10 pages in length (single-spaced, 12-point font minimum) that demonstrates the potential capacity to perform the contract services outlined in the draft PWS. The capability statement shall include the following information: (1) Describe capability of performance as related to draft PWS; (2) Provide name and address of firm; (3) Indicate size of business including average annual revenue for past three years, number of employees, and status: Large, Small, Small Disadvantaged, 8 (a), Women-Owned, HUB-Zone, Veteran- Owned and/or Service-Disabled-Veteran-Owned Business; (4) Represent ownership including Country of Ownership, System for Award Management (SAM) information, and DUNS & CAGE Number if available; (5) Include number of years in business; and (6) Provide two points of contact including: name, title, phone and e-mail address.
