NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS are available for this notice. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. No reimbursement will be made for any costs associated with providing information in response to this survey. Any information submitted by respondents to this Sources Sought notice is strictly voluntary. Responses will not be returned to the responder. INTRODUCTION The U.S. Army Corps of Engineers (USACE) Detroit District is issuing this Sources Sought notice and conducting market research as a means to identify the interest and capabilities of both small and large business entities to provide construction services for the Duluth Vessel Yard (Phase III) Repairs project located in Duluth, MN. The intention is to procure these services on a competitive basis and award a single Firm-Fixed-Price (FFP) construction contract. Reference Requirement Section below for the Summary

Scope of work for this project. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. REQUIREMENT for the Duluth Vessel Yard (Phase III) Repairs Summary Scope: The purpose of this project is to address aging infrastructure concerns at the USACE Duluth Vessel Yard Historic District. The site occupies 2.15 acres of land along the Duluth Harbor Basin just south of the entrance piers. The vessel yard contains two discrete piers and associated slip head. The north pier, south pier, and slip head provide mooring lengths of 384 feet, 441 feet, and 200 feet, respectively. Building development within the vessel yard consists of a garage, new warehouse, old warehouse, machine shop, and welding shop. Pier structures at the vessel yard provide access and mooring for the USACE Floating Plant and vessels including the derrick-boat Coleman, crane-barge H. J. Schwartz, the tugs Lake Superior and Duluth, the tenders Fairchild, Bayfield, and Houghton as well as several dump, deck, and fuel barges. The tugs, crane-barge, and derrick-barge are tied up at the vessel yard in the winter for repairs. In the summer and fall, the vessel yard serves as the base of operations for tugs, barges, and survey boats. Work contemplated under this contract primarily consists of encasing the existing North Pier timber structure with steel sheet pile (SSP) and a concrete cap and slab. Electrical shore power stations are planned to be installed along the pier which would require installation of a new transformer at the site. Bollards with a 50-ton rating are planned to be installed along the south side of the North Pier with vertical and battered grouted micropile foundations. The project may also include upland concrete surfacing, gate and fencing alterations, and fender and light pole installation. The project may also include constructing a boat ramp within the slip, adjacent to the north pier structure, using a pipe pile and SSP combination wall structure requiring a SSP cofferdam structure during construction. The project may also include replacing the cylindrical rubber fendering on the north side of the south pier with timber fendering. The contractor will provide all materials, labor, equipment, supervision, and administration as necessary to perform the work as described above. Please note the description of the requirement is subject to change. The North American Industry System (NAICS) Code is anticipated to be 237990 Other Heavy and Civil Engineering Construction, which has a small business size standard of $45M in average annual receipts.
