This notice provides public availability of the approved Justification and Approval for other than full and open competition for Contract No. GS-02F-142BA / 70FA3126F00000031 , awarded to ESi/Juvare for the Unified Command Platform – Crisis Management System (CMS) SaaS. This posting is made in accordance with FAR 6.305 and FAR 5.406. FEMA intends to award a firm-fixed-price, sole-source contract under NAICS 541511 to ESi/Juvare for a commercial Software-as-a-Service (SaaS) solution, the Unified Command Platform, to serve as FEMA’s enterprise Crisis Management System. The SaaS solution will provide hosting in a FedRAMP High (Impact Level

4) environment, system operations and maintenance, cybersecurity and patch management, elastic scaling, configuration and migration of FEMA’s existing CMS workflows and data, and user support for approximately 28,000 users nationwide. The
