U.S. Department of Justice Federal Bureau of Prisons Federal Detention Center (FDC) SeaTac 2425 South 200th Street SeaTac, WA 98198 July 22, 2026

  • (i) This is a Combined for commercial services prepared in accordance with RFO Part 12. This announcement constitutes the only solicitation. Offers are being requested, and a separate written solicitation will not be issued. Solicitation number 15B61126Q00000019 is issued as a Request for Quotation for Project 26Z6AL5 Carbon Monoxide Detection Installation. Please read it and the Statement of Work in their entirety. This acquisition is a total small business set-aside. The NAICS for this requirement is 238290 with a size standard of $22 million.
  • (ii) The following items are required: Design, supply, installation, integration, testing, and commissioning carbon monoxide (CO) detectors in compliance with the latest National Fire Protection Association that will be compatible with the current Fire Alarm System, the Edwards EST3 system at the Federal Detention Center, SeaTac, WA, as detailed in Attachment A – BRQ 15B61126Q00000019 and Attachment B - Statement of Work. All specified parts and materials must meet current industry standards.
  • (iii) This solicitation is expected to result in a single award, of a firm-fixed price contract, to a qualified and licensed contractor capable of providing all the necessary equipment, labor, materials, and incidentals to install carbon monoxide detectors. Far 52.212-2 Evaluation Factors (APR

2026) applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors outlined below and detailed in Attachment C – Evaluation Factors and Award Information, will be used to evaluate offers: Price – The government will evaluate the Offeror’s proposed price to ensure it is fair and reasonable; and Past Performance – Past performance information shall include prior experience and similar performances undertaken by the contractor; information on CPARS, and/or any other information deemed relevant by the

Contracting Officer; and Technical – In the form of project design (complies with performance criteria, applicable codes, and integration

requirements as outlined in the SOW). (iv)

Period of Performance is 90 calendar days. Work to be completed on-site at: Federal Detention Center (FDC) SeaTac 2425 South 200th Street SeaTac, WA 98198 ALL qualifying candidates will be provided the opportunity to have an on-site tour to assess the buildings layout and identify required locations for CO detectors.
