Description

The National Oceanic and Atmospheric Administration (NOAA) intends to award a firm fixed price contract as a 100% small business set-aside for CIAO Wireless Amplifiers (P/N: CA24-456) for the National Logistics Support Center in Grandview, MO. The Government intends to make an award to the responsive responsible quoter providing the best value in accordance with FAR12.203(c)(2). This is a Brand Name Requirement. Vendors must be an authorized reseller of CIAO Wireless, Inc. This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. The NEXRAD Program requires CIAO Wireless Amplifier P/N: CA24-456 as a spare part critical to repairs for the WSR-88D Severe Weather Radar systems. In 2023 the CIAO Wireless Amplifiers were acquired on a build to specifications procurement in an effort to replace a previous amplifier that was discontinued and deemed obsolete in 2020. Due to the highly specialized technicality of the requirement, a “Brand Name or Equal” cannot be utilized as the government would incur significant harm through the excessive costs associated not only through the time and labor of testing another unit, but also through the lengthy delays that additional testing would cause if another unit is selected. NEXRAD Severe Weather Radar systems would be unavailable during this period and could have serious impact to data, property and life. The required supplies must be compatible in all aspects (form, fit and function) with existing systems and equipment, and the source is uniquely qualified to meet the requirement. The R400-4A1 RF Generator, a critical component within the radar system, relies heavily on its two integrated amplifiers. These amplifiers are indispensable for the generator's operation, as they are responsible for amplifying either the Radio Frequency (RF) signal or the STALO (Stable Local Oscillator) signal. Both of these signals are fundamental to the radar's functionality. Without the proper amplification provided by these components, the RF Generator would be incapable of producing the precise and powerful signals required for the radar to operate effectively, rendering the entire radar system non-functional. The integrity and performance of these amplifiers are therefore paramount to the continuous and accurate operation of the radar's detection and tracking capabilities. DOC, Eastern Acquisition Division requires that all contractors doing business with this (SAM). No award can be made to a company not registered in SAM. Contractors active in SAM have a unique entity identifier (UEI) that is used to do business with the federal government. The Government has moved to a free new, non-proprietary identifier that will have to be requested in, and assigned by, the System for Award Management (SAM.gov).
